Registering the birth

Within 60 days of the child’s birth, the father or mother is responsible for registering it. The person registering submits a declaration in the prescribed form and the Birth Notification (Giấy chứng sinh) to the civil-status office. Ask the delivering hospital how it issues the Birth Notification.
The Khanh Hoa People’s Council set the civil-status fee at 0 dong for procedures carried out through online public services. That applies from 1 January 2026. The full steps for foreign parents are in birth registration in Nha Trang.
A person has the right to choose to carry out civil-status procedures at the registration office of the place of residence. The Nha Trang Ward portal gives the ward’s address as 42 Le Thanh Ton Street, Nha Trang Ward, Khanh Hoa. Its telephone is 02583.527.610.
A person may choose a commune-level People’s Committee that is not the place of permanent or temporary residence. The committee that receives the request must help file the file online to the competent authority. A person registering a birth does not have to be present at the registration office to sign the civil-status register.

The person registering a birth submits a declaration in the prescribed form and the Birth Notification to the civil-status registration office.
The person must submit the Birth Notification or a document replacing it. If an electronic Birth Notification was already submitted, or the registry obtained its digitally signed data, no paper copy is needed.
The person presents the identity documents described in Article 2 clause 1 of Decree 123/2015/NĐ-CP.
If there is no Birth Notification, the person submits a written statement of a witness confirming the birth. If there is no witness, a sworn statement about the birth is needed.
Birth registration records the child’s full name, sex, date of birth, place of birth, home village, ethnicity and nationality. It also records the parents’ full names, year of birth, ethnicity, nationality and place of residence.
If one or both parents are foreign nationals, the person registering must submit a written agreement of the parents on the child’s nationality. If the parents choose a foreign nationality, that agreement must carry the confirmation of the competent state authority of the foreign country whose citizen the parent is.
A visa is issued separately to each person. A child under 14 who shares a passport with a parent or guardian is issued a visa along with that parent or guardian.
A visa for a child under 14 costs US$25, whatever its validity. A TT visa is issued to a child under 18 of a foreigner holding an LV1, LV2, LS, DT1, DT2, DT3, NN1, NN2, DH, PV1, LD1 or LD2 visa.
